VILLAGE OF HILLCREST         

Wednesday, January 9, 2019

Regular Board Meeting Minutes

7:00PM

 

The Regular Board Meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Randy Salsbury, Jason Fore, Pamela Pittman, Jeanie Sparacino and Tim Ball. Also present were President Rich Elliott, Village Clerk Dawn Bearrows, and Treasurer Debra Argetsinger. Attorney Paul Chadwick was absent.

A motion was made by Trustee Ball, seconded by President Elliott to approve the minutes from December 12, 2018 Regular Board Meeting. Roll call vote: Elliott; yes, Salsbury; yes, Sparacino; abstain, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Treasurer Argetsinger reported cash on deposit as of Dec 31, 2018, as follows: General Fund $1,344,370.14, Motor Fuel Tax $144,833.23, and Utility Fund $173,072.52.

A motion was made by Trustee Sparacino, seconded by Trustee Pittman to approve the Treasurer’s report as presented. Roll call vote: Elliott; yes, Salsbury; yes, Sparacino; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

A motion was made by Trustee Sparacino, seconded by Trustee Salsbury to approve the bills as presented. Roll call vote: Elliott; yes, Salsbury; yes, Sparacino; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

DEPARTMENT REPORTS

Finance: Nothing at this time.

Water: Nothing at this time.

Ordinances: Trustee Ball reported there are still ongoing issues with parking and speeding vehicles.  

Streets & Grounds:  Trustee Fore reported new lights outside the garage and back parking lot, new tarps for the truck, repairs made to boards on truck, continued work on the white car with the wiring being an issue for trade in purposes. Manny Lopez from Prescott ford brought used truck for the board members to look at for purchase.

Building & Zoning:  Trustee Salsbury will talk with Chris at Hub Printing regarding door hangers.

Health & Welfare:  Nothing at this time.

Village Attorney: Absent.

Administration:  Nothing at this time.  

PUBLIC COMMENT:  

There was no public comment at this time.

OLD BUSINESS

Employee handbook - Presented by President Elliott, to keep holidays and added holidays and half days the same as were granted in 2018, for new handbook. Motion was made by Trustee Fore, Seconded by President Elliott to keep as Village holidays; the day after Thanksgiving, Christmas Eve Day, and New Year’s Eve as a half day. Roll call vote: Elliott; yes, Salsbury; yes, Sparacino; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Bernie Mrugala- Reported that accounts receivable and balances are good. Suggested scheduling appointments to find out if residents sump pumps is going into sewer system.

 

 

NEW BUSINESS

Gina Anderberg- GovPayNet- Presented credit/debit card payment system for utility bill payments to Village Board. This will be free to the municipality with all costs being made by those that choose to use this method of payment in the form of service fees. Gina took many questions and provided the board with information about the system and how it works. Voting on whether to adapt the system will be moved to next month’s regular board meeting.

Prescott Ford- Brought used truck for the board members to look at for purchase. There are a few things wrong with the truck that need to be repaired before purchase is complete. 

Northern Illinois Disposal- Will be replacing brown dumpsters with new ones that are more conducive to use with the trucks. Residents will be given letters in reference to the change by NID by February 1st.

 

Motion to exit to Executive Session made by Trustee Fore and seconded by Trustee Ball at 7:58 pm

Roll call vote: Elliott; yes, Salsbury; yes, Sparacino; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Motion to return to regular session made by Trustee Salsbury and seconded by Trustee Salsbury. Roll call vote: Elliott; yes, Salsbury; yes, Sparacino; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

 

After returning from executive session, discussion in reference to a truck purchased for the Village was to determine whose budget the money would come from. It was decided that streets and water would share the cost, as it would be used by both departments.

Motion to allocate $10,000 for purchase of a truck for the Village was made by Trustee Fore, seconded by Trustee Ball. Roll call vote: Elliott; yes, Salsbury; yes, Sparacino; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

 

 

 

Motion to adjourn made at 9:27 PM by Trustee Fore, seconded by Trustee Sparacino. All in favor say Aye. All Ayes. Motion Carried.
