VILLAGE OF HILLCREST

Regular Board Meeting Minutes

7:00PM

 

The Regular Board Meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Randy Salsbury, Jason Fore, Pamela Pittman and Tim Ball. Also present were acting President Rich Elliott, Village Clerk Dawn Bearrows, Treasurer Deborah Argetsinger and attorney Paul Chadwick (arrived at 7:38pm). 

A motion was made by Trustee Ball, seconded by Trustee Pitmann to approve the minutes from November 14, 2018 Regular Board Meeting. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Treasurer Argetsinger reported cash on deposit as of Dec 31, 2018, as follows: General Fund $1,344,370.14, Motor Fuel Tax $144,833.23, and Utility Fund $173,072.52.

A motion was made by Trustee Salsbury, seconded by Trustee Ball to approve the Treasurer’s report as presented. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

A motion was made by Trustee Fore, seconded by President Elliott to approve the bills as presented. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

DEPARTMENT REPORTS

Finance: Nothing at this time, Trustee Sparacino absent. 

Water: Repair water line at residence on Hillcrest. Scale in well house needs to be repaired or replaced.

Ordinances: Trustee Ball reported nothing major. Ongoing issues with parking and speeding vehicles.  

Streets & Grounds:  Repairs completed at residence. Repaired culverts, RMU added streetlights at corner of Linda and Powers Rd. Still getting quotes for police vehicle. Received first load of salt. Available grant for safety equipment through IPRF.

Building & Zoning: Look into door hangers for ordinance violations. Asked Clerk to price new forms from Hub Printing.

Health & Welfare:  Looking into Emergency Alert systems through FEMA-nothing new to report.

Village Attorney: Nothing at this time.

Administration: Nothing at this time.

PUBLIC COMMENT:

OLD BUSINESS

Ordinance officer job description carried over to spring. Police vehicle-discuss keeping it vs sell it; decide to get a pickup truck for maintenance.

Employee handbook holiday issues. Topic was to clarify business hours for Christmas and New Year’s Eve. Motion made by Trustee Fore and seconded by Trustee Salsbury to close all day Christmas Eve and ½ day for New Year’s Eve. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Bernie Mrugala- Tax Levy Ordinance passed to new business.

 

NEW BUSINESS

Querry Insurance- Presented policy renewal, updates and bond information. Motion made by Trustee Fore, seconded by President Elliott to adjust line items on insurance policy. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Casper Manheim-Presented FEMA disaster plan and the availability of grants for disaster relief. It was mentioned that there could be the possibility of the Village getting a backup generator and making the Village hall a disaster relief center in case of emergency.

Baxter and Woodman: Presented proposals for water main repair with street reconstruction and loan assistance. Motion by Trustee Fore, seconded by Trustee Ball to approve the continuation of the proposals. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Bernie Mrugala:   Revisited tax levy ordinance for 2019. Motion made by Trustee Elliott, seconded by Trustee Salsbury to approve the Tax Levy. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Revisited topics for discussion, meter replacement appointments, water rate increases in January. Collections on final and closed accounts and Clerk Bearrows is exploring the possibility of adding credit reporting to our collection efforts. Capitalization of meter costs will be carried to the next meeting. Garbage rates will increase $1.00 in 2019 per the Village contract with Northern Illinois Disposal.

 

Motion to exit to Executive Session made by Trustee Fore and seconded by President Elliott at 8:46 pm

Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

 

Motion to adjourn made at 9:27 PM by Trustee Pittman, seconded by Trustee Ball. All in favor say Aye. All Ayes. Motion Carried.
