Regular Board Meeting Minutes

7:00PM

 

The Regular Board Meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Randy Salsbury, Jason Fore, Pamela Pittman and Tim Ball. Also present were acting President Rich Elliott, Village Clerk Dawn Bearrows, Treasurer Deborah Argetsinger and attorney Paul Chadwick. 

A motion was made by Trustee Fore, seconded by Trustee Ball to approve the minutes from August 8, 2018 Regular Board Meeting and October 10, 2018 Regular Board Meeting. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Treasurer Deborah Argetsinger reported cash on deposit on as of Nov 31, 2018, as follows: General Fund $1,311,688.92, Motor Fuel Tax $139,356.12, and Utility Fund $177,220.99.

A motion was made by Trustee Fore, seconded by Trustee Salsbury to approve the Treasurer’s report as presented. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

A motion was made by Trustee Pittman, seconded by Trustee Ball to approve the bills as presented. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

DEPARTMENT REPORTS

Finance: Nothing at this time, Trustee Sparacino absent. 

Water: Water line break at residence, trying to get fixed this fall.

Ordinances: Trustee Ball is getting help from Trustee Fore: addressed nuisances throughout the village with noise and trash. Need ordinance enforcement.

Streets & Grounds:  Culvert replacements – waiting on quotes for grading ditches. Water flushing completed. Village Trucks are ready for winter, diesel tank filled. Added flags to the Village Hall, getting quotes for the police vehicle.

Building & Zoning: Nothing at this time.

Health & Welfare:  Looking into Emergency Alert systems through FEMA

Village Attorney: Update on Sun Farms Solar project. Ordinances have been sent/received and filed.

Administration: Nothing at this time.

PUBLIC COMMENT:  

There was no public comment at this time.

 

NEW BUSINESS

Rochelle City Manager: Presentation from RMU regarding rate incentives, hourly rate differences, usage costs and KWH rates. Provided literature for all topics.

 

BERNIE MRUGALA:   Core and Main proposal and quote for new meters and meter reading equipment. Breakdown of costs per residence at $8.00/ month over 10 years. Discussion of water fund topics including non-reading meters and meter replacements. Locis bar code reader put on hold for now. Tax Levy information presented to the board. Defined breakdown of the Base Utility charges and how each portion is allocated. Asked the board to consider major infrastructure water main reconstruction and replacements. A motion to approve the estimate from Core and Main for $8,386.00 made by Trustee Fore, seconded by Trustee Salsbury. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes. Motion carried.

Baxter and Woodman: Continuing with DCEO grant and working with Deb Argetsinger to complete.

Winebaugh and Associates:   Presented annual financial report for fiscal year 2018. Overall audit was very good, went over regulations on allocation of funds and loans along with delegation of duty.

Employee Handbook: President Rich Elliott presented 2 copies of the handbook to board members. Each book is outdated and needs revision. Asked that members look over books and bring to next meeting any topics that need to be addressed. It was decided that the day after Thanksgiving would remain a holiday and the Village would be closed for business. Also, the wording for Water Superintendent would be changed to say Water Technician.
