VILLAGE OF HILLCREST

Wednesday August 8, 2018

Regular Board Meeting

7:00PM

 

The Regular Board Meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Jeanie Sparacino, Randy Salsbury, Rich Elliott, Tim Ball and Jason Fore. Also present were President Steve Dodson, Village attorney Paul Chadwick and Village Clerk Patty Moreno. Trustee Pamela Pittman was absent.

 

A motion was made by Trustee Elliott, seconded by Trustee Ball to approve the minutes from June 27, 2018 Public Hearing, July 11, 2018 Regular Board Meeting as presented. Roll call vote: Sparacino; yes, Ball; yes, Salsbury; yes, Elliott; yes, Fore; yes. Motion carried.

 

Village Clerk Patty Moreno reported that the cash on deposits as of June 30, 2018, are as follows: General Fund $1,208,599.42, Motor Fuel Tax $149,058.04, and Utility Fund $168,219.75.

 

A motion was made by Trustee Salsbury, seconded by Trustee Sparacino to approve the Treasurer’s report as presented. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Elliott; yes, Fore; yes. Motion carried.

 

A motion was made by Trustee Pittman, seconded by Trustee Salsbury to approve the bills as presented. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Elliott; yes, Fore; yes. Motion carried.

 

DEPARTMENT REPORTS

 

Finance- Trustee Sparacino stated that an Ordinance would have to be passed in order to combine department 41 and 44 which is Streets and Buildings and Grounds. Sparacino stated that the intention is to make one department and name it Public Works. Trustee Sparacino also stated that she would like to schedule a budget meeting for August 15, 2018 at 7:00pm. The board agreed.

 

Water- Trustee Elliott reported that part-time employee had given a two week notice and will be leaving his employment with the Village.

 

Ordinances- There was no report for the Ordinance department due to Trustee Ball’s absence.

 

Streets & Grounds- Trustee Fore reported that the streets department has been trying to catch up on mowing, some parts where ordered for the mower, some pothole patching throughout the Village. Trustee Fore stated that Chip and Seal will be coming in as early as Friday maybe possibly Monday and those roads will be Scott, Ramona, and River Road.

 

Building & Zoning- Trustee Salsbury reported that the building side there is a lot permits being issued on the zoning side Trustee Salsbury asked if the Village would be issuing a special use permit next month for the Solar Farm project. Trustee Fore stated that they would have to submit a plat.  

 

Health & Welfare-Trustee Pittman reported that Village Clerk Moreno had brought to her attention and Trustee Sparacino’s that the Village has been paying for 415 residence for garbage but only billing 408, therefore the Village is losing money by paying on 7 houses that are not being charged for garbage also there was an issue with an invoice that was paid in the wrong fiscal year that is affecting the fiscal year 2018. Clerk Moreno explained that the board had discussed this before and had decided that because the Village did not want to have to keep calling Northern disposal every time there was a new account open they would leave a few open however Clerk Moreno seems to think and recommend that maybe lowering the amount of house that are not in service would be beneficial or adding a 25 cent charge to every resident to make up for those houses. Clerk Moreno does also recommend increasing it the 25 cents anyways to make up for loses in the utility revenue. The board decided to decrease the amount of residences that Northern is billing for to 410 to allow a little room for new accounts as they come but not too much for too much loss in revenue.

 

Village Attorney- Attorney Chadwick was absent.

 

Administration- President Dodson reported that once again he spotted a black gator being driven through the Village on Sunday. President Dodson stated that according to the Village’s Ordinance they are not allowed in the streets the only thing that is allowed on the streets besides a car or truck is a golf cart with lights and a triangle. Trustee Fore stated that the Ordinance specifically states it does not critic a certain vehicle it just has to meet the standards of roadway which are headlights, turn signals. Trustee Sparacino stated that otherwise it got to specific and got to crazy but they do have to be sixteen years of age to operate and have a valid driver’s license.

 

Police Department- Chief Danny White is on vacation there is no report for the Police department.

NEW BUSINESS

 

Comcast Franchise Agreement

Joan Sage representative from Comcast stated that basically the franchise agreement is a permit to do business within the Village. Mrs. Sage stated that the agreement allows them to put their cable and fiber in the Village’s easements and then if the board chooses to the Village can receive a five percent franchise fee which is added to their customer’s bills once a quarter the Village gets a check. Mrs. Sage stated that the main difference between the last agreement and this one there is a section that states that once a year they will ask for an updated address list and the reason for this is to make sure that the address concede with what they have so that the Village gets paid enough in franchise fees.

 

The board decided that they would table this item until Attorney Chadwick can review the agreement.

 

A motion was made at 7:25pm to go into Executive Session by Trustee Elliott, seconded by Trustee Sparacino. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Elliott; yes, Fore; yes. Motion carried.

 

A motion was made at 7:45pm to return to regular Session by Trustee Sparacino, seconded by Trustee Ball. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Elliott; yes, Fore; yes. Motion carried.

 

Trustee Elliott stated that the board has decided to put an ad in the paper for the water tech position.

 

A motion to adjourn was made at 7:48pm by Trustee Sparacino, seconded by Trustee Elliott. All in favor say Aye. All Aye’s. Motion carried.
