Budget Workshop

7:00pm

 

The Budget Workshop of the Village of Hillcrest was opened with the Pledge of Allegiance present and answering roll call were Trustees Randy Salsbury, Rich Elliott, Jason Fore, Pamela Pittman, Tim Ball, and Jeanie Sparacino. Also present were President Steve Dodson and Village Clerk Patty Moreno.

 

Trustee Elliott presented the board with two options on how to fix the Nitrate problem on well number one. The board discussed the need to do something with the nitrate problem as IEPA has stated that the must correct this problem. Trustee Elliott also stated that there is always the option to tap into Rochelle’s water supply. Trustee Sparacino stated that she thought that was no longer an option. Trustee Fore stated that Rochelle is no longer going out that far anymore so the cost to the Village would be a lot more. Trustee Ball expressed his opinion on not wanting the Village to connect to Rochelle. The Board discussed the different options for well one nitrate problems. Trustee Elliott stated that he is still waiting one more option and when he gets that information he will report back to the board.

 

Village Clerk Moreno stated that she had received a call from Go Daddy and they had stated that the Village website had been hacked and they proposed that the Village either get a package that cost $198 for five years which cleans the website once it has been hacked or pay $821 for five years and prevent it from being hacked. The board discussed the possibility of going with another company. Trustee Fore stated that the Village website was designed by Stephanie’s web Design and maybe giving her a call and having her take a look at the website would be beneficial. Trustee Elliott stated that Stephanie is his daughter so he would call her and discuss the issues with the website.

 

Village Clerk Moreno stated that she would like to start the budget discussions with the water department as it is one of the biggest departments. Clerk Moreno also stated that in the packets provided under remarks the board could see which line items were increased or decreased. Clerk Moreno would like to point out that last fiscal year there was no budget for depreciation and in the auditor’s report he recommends that the board budget $28,000.00 for depreciation. Trustee Elliott stated that he would like to start replacing mains but the cost simply does not allow that budgeting. The board discussed the budget for the water system maintenance and whether $28,000.00 was enough for these costs. Trustee Sparacino asked Trustee Elliott whether he would like to start putting a plan together with Engineer Carl Fischer to start replacing some the mains. Trustee Elliott stated that the Village does not have that kind of money. Trustee Salsbury stated that the Village would need a grant. The board discussed the need to put in new water main breaks.

 

Village Clerk Moreno stated that she is recommending that the Streets and Buildings and Grounds Department be combined and renamed Public works due to the many confusions of the Buildings and Grounds with Building and Zoning. The board discussed replacing the door in the generator room. Trustee Fore stated that he would like to budget for this door.

 

Village Clerk Moreno stated that she had a question regarding the rentals would the Village continue renting equipment from Queens and will Queens rent the equipment to the Village. Trustee Fore stated that he would talk with Queens but yes the Village will continue to rent from them. Trustee Fore stated that the Village needed the equipment to regrade the ditches. Village clerk Moreno stated that this was ok but she needed to know if the Water department was going to continue doing this as everything has been charged to the Water department. Trustee Fore stated that it was going to water because drainage is water and there are some culverts that needed to be replaced. Trustee Salsbury stated that the culverts fall under the Street department. Trustee Fore stated he disagreed but that it needed to be budgeted. It was decided to leave that line item as is in the water department and add the same line item to the Streets department with a budget of $3,000.00.

 

Village Clerk Moreno stated that the salary for the streets has the raise that Trustee Fore requested. Moreno asked Trustee Fore if he would still like that amount. Trustee Fore stated that he would like to have that option. Moreno stated that the increase included some overtime hours. Trustee Fore stated that he has always allowed them to work 12hour shifts in the winter after that they must take an 8 hours off. Trustee Fore stated that $42, 000.00 makes it $20.19 an hour and that should be enough. Trustee Fore stated that he would like the training budget to increase. Trustee Sparacino agreed as the new maintenance employee will have to get some training on spraying and other things. Trustee Fore would like the training budget to be at $1,500.00. Trustee Fore also stated that he would like to budget $3,000.00 to have the white truck inspected and repaired.

 

Trustee Sparacino asked how the board felt about paying more into the sewer loan. Trustee Sparacino stated that before this can be decided first the board would have to see if the Village could afford to pay more. Trustee Salsbury stated that he thought it should be left alone. Trustee Sparacino stated that the board could revisit next year and see where the finances are then. Trustee Sparacino stated that the sooner the Village can pay off the loan the better and move to the Village’s water needs.

 

Village Clerk Moreno asked again if everyone was okay with combing the Building and Grounds department and the Streets department to be renamed to Public works. The board agreed.

 

Trustee Fore stated that the solar data logger is missing the power supply cord. Trustee Fore stated it has been broken. Trustee Fore stated that he has seen prices of $500.00 to $1,000.00. Trustee Fore stated that previous employee Matt stated that President Dodson and he where cleaning out there and they did not know what went to what and just threw power stuff away. Out of the cabinets. Trustee Fore stated that the data logger went off line May 2nd as that is the last day that the data logger updated. Trustee Fore stated that he spoke with the Village IT guy and he replace the switch over which is a hub and he does not remember a power line. President Dodson stated that he does not remember ever being a power line all he remembers is seeing the in and out and the little box. Trustee Fore stated that there is a power supply cord that goes to that box. Trustee Ball asked President Dodson if that was his story. Trustee Sparacino stated that that it is here nor there it is gone. Trustee Fore stated that he looked for it and could not find it. Trustee Sparacino asked if calling Heavenly Winds would be helpful. Clerk Moreno asked if maybe asking the company of the solar farm wanting to annex in to the Village would be an option. Trustee Fore stated that President Dodson could ask since he has the contact information. Trustee Sparacino asked if the data logger was necessary. Trustee Fore stated that it is the only way to tell if the system is working and clock it to compare it. The board discussed the pricing on the data logger and the importance of having it. The board also discussed the way that RMU is crediting the Village for the energy produced by the solar panels. Trustee Ball asked if it was benefiting the Village having them. President Dodson stated that someone from RMU was to contact the Village as to how the Village should be credited. Trustee Fore stated that he would send an email to the City Manager to find out.

 

Trustee Salsbury asked why there was two elected officials in his department. After looking over Trustee Salsbury department Building and Zoning Clerk Moreno explained that it was actually department 46 Economic Development which she thought she had completely taken out but she must of left out that line item but the line item was not budgeted it is at zero.

 

Trustee Salsbury asked what Trustee was over the Police Department. Trustee Ball asked if it should be Ordinances. Trustee Salsbury stated that he thinks that the Ordinances Trustee should be in charge of the Police Department. Trustee Sparacino stated that the Police department would fall under Administration because it is personnel and all Personnel goes through the President. Trustee Fore stated that he had personnel under his department. Trustee Sparacino stated that the Police department has always been under Administration. Trustee fore stated that he thinks that they should be under Ordinances too. Trustee Sparacino asked why. Trustee Fore stated that this what they are brought in for to enforce Ordinances. Trustee Salsbury stated that this is his main objective. Trustee Salsbury stated that the board should think about this. President Dodson stated that when he was the Ordinance Trustee he did the tickets and everything. Trustee Fore stated that this has been discuss the past two years and he does not care what was done in the past years no trustee is going to write tickets. Trustee Sparacino reminded the board that this was a budget meeting and they could only discuss budget. Trustee Fore stated that they were discussing a line item. Trustee Fore stated that if the Trustees where going to write citations the police department goes away. Trustee Sparacino stated that the Village would be paying more if they got rid of the police department. Trustee Fore stated that he did not care. Trustee Sparacino stated that she did. Trustee Ball stated that doing nothing should not cost us anything. Trustee Sparacino and Village Clerk Moreno reminded the board that this is discussion is for Executive Session. The board discussed how Ogle County cannot enforce the Village Ordinances. Trustee Salsbury stated that if you eliminate the police department you eliminate a line item. Trustee Fore stated that he does not understand why a line item cannot be move around. Trustee Sparacino stated that a line item cannot be move around freely but she would do more research. Trustee Fore stated that the board could vote on it. Trustee Sparacino stated that not today because this was a budget meeting. Trustee Fore stated that he is deciding whether to fund a line item. Trustee Fore stated that until Administration put down the foot and have their employees do what they are supposed to be doing and what we want them to do then I will consider funding it until then forget it. Trustee Salsbury stated that the he is behind Trustee Fore 100 percent.

 

Clerk Moreno asked Trustee Pittman if there was anything she could think of for the Health and Welfare Department. Trustee Fore stated that a budget for a grant writer and Comprehensive plan. Clerk Moreno stated that this did not fall under Health and Welfare that would fall under Economic Development but because that department does not exist anymore it would fall under Administration. Trustee Fore stated that he would like to see a line item somewhere and have the ability to hire a grant writer. The board discussed the annexation fees and the amount budgeted for this. Trustee Sparacino stated that Clerk Moreno and her would look at the numbers and have a report at the next regular board meeting in July.

 

A motion to adjourn was made at 8:33pm by Trustee Ball, seconded by Trustee Salsbury. All in favor say Aye. All Aye’s. Motion carried.
