Regular Board Meeting

7:00pm

 

 

The regular board meeting of the Village of Hillcrest was opened with the Pledge of Allegiance present and answering roll call were Trustee Rich Elliott, Randy Salsbury, Jason Fore, Pamela Pittman, and Jeanie Sparacino. Also present was President Steve Dodson, Attorney Paul Chadwick, and Village Clerk Patty Moreno. Trustee Ball dialed in on audio.

 

President Dodson stated that the Public Hearing for the Annexation of the Rainwater property was now open.  Village Attorney Chadwick stated that the Village is looking at being in touch with the Petitioners. Attorney Chadwick stated that they publishes the notice for today’s date but there is a couple of other notices that have to go out and they have to be given at least ten day notice, to the Townships, the Library district, and the Fire Protection district. Attorney Chadwick stated that what they are asking to be done is to continue this Public Hearing for a two week date to have a special meeting on the 27th of June at 7:00pm and proper notice will be given to these other entities. Chadwick stated that the property is located on Twombly Road west of Dement Road.

 

A motion was made by Trustee Elliott, seconded by Trustee Fore to Continue the Public Hearing to June 27, 2018 at 7:00pm. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; No, Sparacino; yes. Motion carried.

 

A motion was made by Trustee Fore, seconded by Trustee Elliott to approve the Minutes from May 9, 2018 as presented. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes, Sparacino; yes. Motion carried.

 

Village Clerk Patty Moreno reported that the cash on deposits as of May 31, 2018, are as follows: General Fund $1,156,488.15, Motor Fuel Tax $146,220.71, and Utility Fund $177,233.73.

 

A motion was made by Trustee Fore, seconded by Trustee Salsbury to approve the Treasurer’s report as presented. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes, Sparacino; yes. Motion carried.

 

Village Clerk Moreno stated that she would like to add a bill for approval from Sawicki Motors for the amount of $847.58 for the repairs done on the squad car.

 

A motion was made by Trustee Sparacino to approve payment of the bills including the bill from Sawicki for the amount of $847.58, seconded by Trustee Salsbury. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes, Sparacino; yes. Motion carried.

 

DEPARTMENT REPORTS

 

Finance- Trustee Sparacino stated that she would like to schedule a budget meeting for June 20, 2018 at 7:00pm. The board agreed.

 

Water-  Trustee Elliott reported that for the month of May going in to June the water department has done daily water testing, training of the new maintenance employee on water testing, a lead in the pump house had to be fixed, flushed hydrant on River Road, and had to rebuilt chlorine injector in pump house. Trustee Fore asked if the portable automatic flusher was being used. Trustee Elliott stated that he did not think that it had been used. Trustee Fore stated that he was going to see if that automatic flusher could be installed in the area of River Road and Ramona where the constant rust issue has been. President Dodson also stated that there are quite a shut off boxes that cannot be shut off. Village Clerk Moreno stated that she can make a list of the shut off that cannot be shut off and provided for the board. Trustee Fore stated that he would like a copy of this list since the maintenance employee will have coordinate with the water department to do this project and Trustee Fore would like one Trustee to be available for this. President Dodson stated that he also like to set up a training day with the new Water Operator, the water employee and maintenance employee to help train them on how to fix the equipment.

 

Ordinances- Trustee Ball reported that cars are being parked in prohibited areas even where it states no parking. Trustee Ball stated that yard waste is an issue as well. Trustee Fore stated that he wanted Trustee Ball to be aware that in his packet he has a complaint form from a property. Village Clerk stated that Attorney Chadwick received that complaint as well since Attorney Chadwick has already been given this property due to the many complaints and letter sent by the Village and the owner not responding.

 

Streets & Grounds- Trustee Fore stated that the full-time maintenance employee has left and the Village has been scrambling trying to keep up with the mowing. Trustee Fore stated that the Village has been fortunate enough that Daniel and one other personnel and Chris have been able to help out with trimming and mowing. Trustee Fore stated that they have not been able to get to the retention pond which has been a complaint issue with one of the residents next door. Trustee Fore stated that it is a retention pond it is design to hold water and he is not going to burn out wheel motors trying to mow it. Trustee Fore stated that the Village will get caught up on the mowing and hopefully they can hire someone full-time. Trustee Fore thanked Daniel Garcia for helping out with the mowing outside of his regular job.

 

Building & Zoning- Trustee Salsbury had no report for the Building and Zoning department.

 

Health & Welfare- Trustee Pittman had no report for the Health and Welfare department.

 

Village Attorney- Village Attorney Chadwick had no report.

 

Administration- President Dodson stated that the Village really needs start look into ways to solve the nitrate problem in well one if well two goes down again. Trustee Fore stated that this company that the Village hired last month stated that they could implement a plan for the Village.

 

Police- Clerk Moreno stated that the police department had had 17 call for service which included 3 traffic stops, 2 parking complaints, 1 missing juvenile/runaway, 1 narcotics investigation, 7 trouble spots, 1 investigate open door, 1 building check, 1 animal complaint. Clerk Moreno stated that 21 calls were taken by the Ogle County Sheriff’s Office.

 

President Dodson stated that he has got to get with Chief White regarding a young girl driving a gator. Trustee Fore asked what was wrong with the gator. President Dodson stated that they were driving up and down the street and that is not allowed. Trustee Fore stated that by Ordinance they can as long as they have lights, turn signals. President Dodson stated that they have to be sixteen year old with a valid driver license. Trustee Fore stated that the one that was driving today was. Trustee Salsbury and Trustee Elliott stated that they have gators pass by their house a lot of times. Salsbury stated that this is a nuisance. Trustee Fore stated that then the board should pass an Ordinance that bands them all. Trustee Fore stated that he does not say that there is not younger kids driving this gators but not the ones driving today. Trustee Fore stated that until we get the Village Hillcrest cop to patrol inside the Village maybe we will get some of these to stop. President Dodson stated that there hours do not allow this. Trustee Fore stated that they work for us and at some point we will realize that. Trustee Ball stated that we have got to stop the convenience for our part-time employees.

2018 Chip Seal Program

Engineer Carl Fischer from Baxter Woodman stated that the 2018 Chip Seal Program is ready to begin and he got a call from Ogle County that their Contractor Civil Constructors Inc. is coming in to the County on Monday they do not know where they are going to start but by passing a resolution tonight you are in line to start whenever they get to Hillcrest.

 

A motion was made by Trustee Fore, seconded by Trustee Elliott that the Village’s 2018 chip seal program (MFT Project 18-00000-00-GM) be awarded to Civil Construction Inc. in the amount of $18,740.20 as recommended in the April 25, 2018 letter from the Ogle County Highway Department, which will administer the project. Roll call vote: Elliott; yes, Salsbury; yes Fore; yes, Pittman; yes, Ball; yes, Sparacino, yes. Motion carried.

 

Bridge Inspection

Engineer Carl Fischer stated that at the last board meeting Village Clerk Patty Moreno gave him a bridge inspection report from Ogle County. Mr. Fischer stated that there are two bridges that the Village is responsible for the Hemstock Road Bridge and the Bethel Road Bridge and its really two boxed culverts side by side. Mr. Fischer stated that the Village shares responsibility with White Rock Township. Mr. Fischer stated that there are recommendation in that report Baxter and Woodman’s recommendations are that you do not do anything with these two bridges at this time. Mr. Fischer stated that the Hemstock bridge has one expose rebar you could do something if you wanted to extend the life of the bridge however our recommendation is that you do not do that at this time wait until things get worse and address them when they need to get addressed. Mr. Fischer stated that the Bethel Road has a little bit of scaling on the concrete its Baxter Woodman recommendation that the Village not do anything at this time wait until the 2019 inspection see if it has gotten worse if it has then start planning with White Rock on repairing. Mr. Fischer stated that the other recommendation on there was the cleaning the upstream channel, Mr. Fischer does recommend working with White Rock Township to develop a plan to clean the upstream channels.

 

Mr. Fischer stated that he would like the board to know that he did get an email from DCEO wanting an immediate action from the Village asking for an extension of the grant. Mr. Fischer stated that what this means is that that they do not have the money to give to the Village right now so they needed to extend the grant another year so that they have the where a fault to pay that money if and when they appropriate.

 

A motion was made at 7:27pm to go into Executive Session by Trustee Fore, seconded by Trustee Pittman. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes, Sparacino; yes. Motion carried.

 

A motion was made at 8:50pm to return to regular Session by Trustee Fore, seconded by Trustee Sparacino. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes, Sparacino; yes. Motion carried.

 

A motion was made by Trustee Fore, seconded by Trustee Elliott to appoint Daniel Garcia as maintenance position effective June 18, 2018. Roll call vote: Elliott; yes, Salsbury; yes, Fore; yes, Pittman; yes, Ball; yes, Sparacino; yes. Motion carried.

 

A motion to adjourn was made at 8:51pm by Trustee Pittman, Seconded by Trustee Sparacino. All in favor say Aye. All Aye’s. Motion Carried.
