VILLAGE OF HILLCREST

Wednesday October 11, 2017

Regular Board Meeting

7:00pm

 

The regular board meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Jeanie Sparacino, Pamela Pittman, Randy Salsbury, Jason Fore, and Tim Ball. Also present were President Steve Dodson, Village Attorney Paul Chadwick and Village Clerk Patty Moreno. Trustee Elliott was absent.

 

A motion was made by Trustee Sparacino with the amendment of the Ordinance report stating written complaint received by trustee Ball about speeding within the Village. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Fore; yes, Ball; yes. Motion carried.

 

A motion was made by Trustee Ball seconded by Trustee Salsbury to approve the payment of the bills. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Fore; yes, Ball; yes. Motion carried.

 

DEPARTMENT REPORTS

 

Finance- Trustee Sparacino had no report for the Finance that department.

 

Streets & Grounds- Trustee Fore reported that work completed for the month of September was as follows: painting of salt shed doors, painting of chemical room door, completed drain job at 108 Windover Park Drive, Cleaned south of shop, finished plow for blue truck, replaced oil pain and gasket on white truck, changed oil and filters on white truck, cleaned gutters on hall building, general mowing and water testing and trimmed trees on Erickson. Trustee Fore stated that upcoming work for the month of October would be Flushing of hydrants, preparing trucks for winter, continuing to clean shop, looking to hire seasonal help for plowing and repair of hydrant on Windover.

 

Ordinances- Trustee Ball reported that he is still seeing cars parked in areas where parking is not allowed and vehicles not making proper stops at stop signs. Trustee Fore stated that the Village is looking into speed bumps and will be discussing this at the next board meeting.

 

Water- President Dodson gave report for the Water department since trustee Elliott was absent. President Dodson stated that hydrant flushing went very well not as much rust was seen as in prior years. President Dodson reported that Pittsburg tank was in today to inspect the water tower and they found ten inches of sediment on the walls so it will need to be cleaned. Pittsburg tank will be returning in December to clean out the tower.

 

Building & Zoning- Trustee Salsbury reported that Fat Cat Slots has opened their doors to the public.

 

Health & Welfare- Trustee Pittman had no report to give for the Health and Welfare department.

 

Village Attorney- Attorney Chadwick had nothing to report.

 

Administration- President Dodson stated that he would like the board’s permission to go into the shop and try to clean up and get rid of some items that are not needed. President Dodson stated that he would like to get everything organized and labeled to get a better inventory of what items are in that shop. Trustee Fore stated that the only issue he sees with this is how would the Village sell and track funds Attorney Chadwick stated that the Village would first need to have an inventory of all the items to be sold.

 

Police- Chief Danny White reported that since he was not at the last month’s months meeting he will be giving a report for both months combined. Chief White stated that the police department had 5 building checks, 26 trouble spots which included the schools and parks, 3 follow ups, 3 abandoned vehicles, 1 Ems assist, assisted another police depart once, 2 suspicious vehicle, 1 personal injury crash, 4 disturbance calls, 2 juvenile complaint, 1 motorist assist, 1 off road vehicle complaint, 7 parking complaints, 1 lost pet, and 6 traffic stops. Chief White stated that when he hears the parking complaints when his officers or he are working they do not see these complaints. Chief White stated that if the board wants to fight this parking battle twenty-four hours a day they should look into getting a full-time police department because they cannot try to fight this battle at twenty hours a week for a police department. Chief White also stated that as far as cars running stop signs if trustees want to sit and record them then go ahead but you cannot record voices. Chief White stated that as far as Fat cat Slots goes he has not had any issues. Chief White stated that Fat Cat Slot had had their grand opening party and he had been working until late and had no issues.

 

President Dodson stated that he would like to remind everyone that the Village representatives and the Fire Department would be down at the Village Hall giving out candy for Halloween.

OLD BUSINESS

 

Approval of Hillcrest Electric Easement Ordinance with Rochelle

The board discussed the Electric Easement Ordinance but decided to table this item in order to get more information due the board not wanting to sign a fifty year agreement.

 

A motion was made by Trustee Fore, seconded by Trustee Salsbury to table this item until next board meeting in order for Attorney Chadwick to gather all information needed. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Fore; yes, Ball; yes. Motion carried.

 

A motion was made at 7:35pm to go in to Executive Session by Trustee Ball, seconded by Trustee Pittman. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Fore; yes, Ball; yes. Motion carried.

 

A motion was made at 8:05pm to return to Regular Session by Trustee Ball, seconded by Trustee Sparacino. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Fore; yes; Ball; yes.

 

President Dodson stated that Village Hall hours would be changing starting November 1st. President Dodson stated that Village Hall would now be open Monday through Friday 7:30am to 5pm. Trustee Fore also stated that road repairs would be starting sometime this week.

 

A motion to adjourn was made at 8:10pm by Trustee Sparacino, seconded by Trustee Ball. All in favor say Aye. All Ayes. Motion carried.
