VILLAGE OF HILLCREST

Wednesday September 13, 2017

Regular Board Meeting

7:00pm

 

The regular board meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustee Tim Ball, Jason Fore Rich Elliott, Randy Salsbury, Pamela Pittman, and Jeanie Sparacino. Also present were President Steve Dodson, Attorney Paul Chadwick, and Village Clerk Patty Moreno.

 

A motion was made by Trustee Sparacino, seconded by Trustee Elliott to approve the minutes from August 9, 2017 as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

No treasurer report was given due to Treasurer Penny Payton’s resignation.

 

A motion was made by Trustee Salsbury, seconded by Trustee Sparacino to approve payment of the bills. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

DEPARTMENT REPORTS

 

Finance- Trustee Sparacino had no report for the Finance department.

 

Streets & Grounds- Trustee Fore reported that work that was completed for the month of August was filing of pot holes on Maple Ave, trimming of trees on Linda Ave, washed the Exmark, regular mowing throughout the Village, purchased and painted flammable cabinet, trimmed bushes at Windover Pk. Entrance, painted the Windover Park signs, fixed leaking hose in chemical room, fixed fitting in pump house, washed, waxed, and detailed the squad car, fixed broken welds on plows for blue truck and repainted plow, leveled roadway at Powers Road and Linda Ave, rebuilt the roof cover on the pump house. Trustee Fore stated that upcoming work for the month of September would be painting of the shed doors and generator room doors, continuing to service equipment for winter, begin removing rocks around the fire hydrants and hydrant flushing.

 

Ordinances- Trustee Ball stated that he has received a written complaint of speeding in the village and ATV being driven on Village property.

 

Water- Trustee Elliott had no report for the Water department.

 

Building & Zoning- Trustee Salsbury had no report for the Building and Zoning department. The board discussed the signs on Route 251 that Fat Cat Slots.

 

Economic & Community Development- Trustee Pittman had no report for the Economic and Community Development.

 

Village Attorney- Attorney Chadwick reported that he had been in contacted with PharmaCann legal department and they have notified him that they have not yet turn profit since opening the cultivation center but will be setting a five percent trust fund to be going to Hillcrest for community development or substance abuse prevention.

 Trustee Fore asked Attorney Chadwick if he had the changes for the Truck Ordinance.

 

Administration- President Dodson stated that police chief Danny White has been working on the abandoned vehicles within the Village. President Dodson also stated that Building Inspector Casper Manheim had received a call from a gentleman in Minnesota regarding a Solar Garden. President Dodson stated the gentleman had also called him and stated he wants to find sixteen acres of farm land and he would pay $1000.00 an acre for a year. President Dodson stated he was not sure how this would benefit the Village but he would be willing to call the gentleman back and ask him to come in front of the board and give more information.

OLD BUSINESS

 

Approval of Appropriations Ordinance

A motion was made by Trustee Sparacino, seconded by Trustee Fore to approve the Appropriations Ordinance in the amount of $866, 213.00 for FY2018. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

Water Update

A motion was made by Trustee Fore, seconded by Trustee Elliott to purchase a portable flusher in the amount of $2,404.00. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

NEW BUSINESS

 

 

Review of Hillcrest Electric Easement Ordinance

Attorney Chadwick stated that Rochelle Municipal Utilities had contacted him in regards to the electric easement Ordinance that will expire in December they would like to renew this agreement for another fifty years. Attorney Chadwick stated that the board could review the ordinance and decide whether they want to renew as is or change any wording on the ordinance.

 

Estimate on work for Linda Ave and Windover Pk Dr.

A motion was made by Trustee Elliott, seconded by trustee Salsbury to approve the estimate for the work needed to be done on Linda Ave and Windover Pk Dr. in the amount of $2,000.00. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

A motion was made at 7:45pm to go into Executive Session by Trustee Fore, seconded by Salsbury. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes.

 

A motion was made at 8:40pm to return to Regular Session by Trustee Ball, seconded by trustee Pittman. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

A motion was made by Trustee Sparacino seconded by Trustee Elliott to appoint Clerk Patty Moreno to also take over the duties of the treasurer along with the duties of Village Clerk. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

A motion to adjourn was made at 8:50pm by trustee Pittman, seconded by trustee Elliott. All in favor say Aye. All Ayes. Motion carried.
