VILLAGE OF HILLCREST

Budget Workshop

6:30PM

 

 

The budget workshop for the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Jeanie Sparacino, Pamela Pittman, Randy Salsbury, Rich Elliott, Jason Fore, and Tim Ball. Also present were President Steve Dodson, Village Treasurer Penny Payton, and Village Clerk Patty Moreno.

 

Treasurer Penny Payton stated that the Village had voted to increase the sales tax and now the Illinois Department of Revenue has decided that 2% of service sales taxes collected by the state on behalf of municipalities will be transferred to a tax compliance and administration fund therefore Payton stated that she thinks that the sales tax increase that the Village just passed will be included in this fund. Payton also stated that on the good side the original grant that the Village received from the Illinois Department of Commerce and Economic Opportunity which was $100,000.00 but the Village only received $25,000.00 of it. Payton states the Village has been granted an extension on that until next June of 2018 and the governor has been clear that he wants the full capital re-appropriations. Payton stated that when and if the capital get re-appropriated the Village will receive the $75,000.00 that is left to receive on this grant.

 

The board discussed the cost of the automatic flushers and appropriating the amount for the purchase of the flushers and the installation of the flushers in the amount $7,500.00 which would be doubling what the estimate is as recommended by Treasurer Payton.

 

The board discussed the budget of the Ordinance department, and Economic and Community Development budget which was left as appropriated last year. Trustee Fore made some changes to the street department budget as he feels he may need some equipment that would facilitate the maintenance employee’s job. Trustee Fore increased some of his line items for the needs some which included tires for the maintenance truck, replace roof on salt shed, a compactor for street repairs.

 

A motion was made at 7:25pm to go into Executive Session by Trustee Salsbury, seconded by Trustee Ball. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Elliott; yes, Fore; yes, Ball; yes. Motion carried.

 

A motion was made at 8:10pm to return to Regular Session by Trustee Sparacino, seconded by Trustee Pittman. Roll call vote: Sparacino; yes, Pittman; yes, Salsbury; yes, Elliott; yes, Fore; yes, Ball; yes. Motion carried.

 

A motion to adjourn was made at 8:10pm by Trustee Sparacino, seconded by Trustee Ball. All in favor say Aye. All Ayes. Motion carried.
