VILLAGE OF HILLCREST

Wednesday July 12, 2017

Regular Board Meeting

7:00pm

 

 

The regular board meeting of the Village of Hillcrest was opened with the pledge of Allegiance. Present and answering roll call were Trustees Tim Ball, Jason Fore, Rich Elliott, Randy Salsbury, Pamela Pittman, and Jeanie Sparacino. Also present were President Steve Dodson, Village Attorney Paul Chadwick, Village Treasurer Penny Payton, and Village Clerk Patty Moreno.

 

A motion was made by Trustee Elliott, seconded by Trustee Sparacino to approve minutes from June 14, 2017 Regular Board Meeting, June 21, 2017 Budget Workshop, and June 29, 2017 Special Meeting as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

Treasurer Payton reported that the cash on deposits as of June 30, 2017 are as follows: General Fund $913,072.68, Motor Fuel Tax $235,180.12, and Utility Fund $218,661.01.

 

A motion was made by Trustee Sparacino, seconded by Trustee Ball to approve the Treasurer’s Report as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

A motion was made by Trustee Salsbury, seconded by Trustee Pittman, to approve the payment of the bills as presented. Trustee Fore stated that he would like the board members to look at the Rochelle Municipal Utilities bill more in debt as he feels that the bills are not reflecting the production of solar energy. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

DEPARTMENT REPORTS

 

Finance- Trustee Sparacino stated that she would like the board to meet one more time for a budget workshop on August 2, 2017 at 6:30pm. The board agreed to meet on August 2, 2017.

 

Streets & Grounds- Trustee Fore reported that the new maintenance employee should be starting on Monday but has been doing some work for the Village after he gets off his current job. Trustee Fore stated that he has set up a meeting with the new employee discuss some things that need to be address right away. Fore stated that he would like both maintenance employee and part-time water employee to be trained by Mr. Gerry Bever in water testing. Trustee Fore stated that upcoming projects include, a residence on Errett and Jeffrey and the upkeep of that property. Fore stated that he would like the board direction as to what to do with this property as the grass is tall, raccoons are going in the house, electrical work is fall off. Fore stated that a certified letter has been sent to the owner and the Village has had no response yet. Trustee Fore stated that he would like to send the both the full-time and part-time employee with the lawn mower and cut the grass but someone must walk the grass first because there is debris on the grass and get some type of dumpster to be able to clean the yard but the Village would need to put a lien on the property. There was discussion about the conditions of the house on this property. Trustee Fore also reported that there is a huge dead tree on the corner of Roy and Wayne that needs to be removed. The board questioned whether the tree was on Village property or on resident’s yard. Trustee Fore stated he would look into finding out who is responsible for this tree the Village or the resident.

 

Ordinance- Trustee Pittman had no report for the Ordinance department.

 

Water- Trustee Elliott reported that the Well is up and running all new pipes have been installed and repairs that were needed were made.

 

Building & Zoning- Trustee Salsbury had no report for the Building and Zoning department.

 

Economic & Community Development- Trustee Ball stated that he would like to research the idea of a Hispanic caucus. Trustee Ball stated that with the large amount of percentage in the Village being Hispanic he would like to have someone representing them or any other ethnicity that does not have English as a first language. Trustee Ball stated that he would work with Village Clerk Patty Moreno in getting a Spanish flyer out.

 

Village Attorney- Village Attorney Chadwick stated that he had a report to give but it would be in Executive Session.

 

Administration- President Dodson stated that he is getting a lot of complaints of people speeding in the Village and Semi’s not using the truck routes.

 

Police- President Dodson stated that Chief Danny White had asked him to give his report since he was not going to be at the meeting.  President Dodson reported that the police department had 38 service calls for the month of July, which included, 1 arrest, 2 violation of protections, 4 traffic stops, 5 parking complaints, 1 informational report, 1 civil problem, 1 ambulance assists, 2 abandoned vehicles, 14 trouble spots with extra patrol, 5 building checks with 1 open door, and the Ogle County Sheriff’s took 21 service for the Village.

 

Powers Park at night and vehicles parked at nights with people drinking and leaving beer bottles in resident’s yards.

OLD BUSINESS

 

Approval of Automatic Flushers

The board discussed the need for automatic flushers in the Village. Jim Sparber also stated that automatic flushers is a good approach to keep water running. The board discussed whether the automatic flushers would help with the rust issues. The Board decided to table this item until the board had pricing on the automatic flushers.

 

NEW BUSINESS

 

 

Resolution for Maintenance

Sparber explained that the board must passed a Resolution for Maintenance of Streets for the maintenance of the streets and before the bids are in.

 

A motion was made by Trustee Fore, seconded by Trustee Salsbury to approve the Resolution of Maintenance as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

A motion was made at 7:40pm to go into Executive Session by Trustee Fore, seconded by Trustee Ball. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Pittman; yes, Spracino; yes. Motion carried.

 

A motion was made at 8:20pm to return to Regular Session by Trustee Elliott, seconded by Trustee Fore. Roll call vote: Ball; yes, Fore; yes; Elliott; yes, Salsbury; yes, Pittman; yes, Sparacino; yes. Motion carried.

 

A motion to adjourn was made at 8:24pm by Trustee Sparacino, seconded by Trustee Pittman. All in favor say Aye. All Ayes. Motion carried.
