VILLAGE OF HILLCREST

Wednesday April 12, 2017

Regular Board Meeting

7:00pm

 

The Regular Board Meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Tim Ball, Jason Fore, Rich Elliott, Randy Salsbury, and Jeanie Sparacino. Also present were President Steve Dodson, Village Attorney Paul Chadwick, Village Treasurer Penny Payton, and Village Clerk Patty Moreno.

 

A motion was made by Trustee Elliott, seconded by Trustee Ball to approve the minutes from March 8, 2017 as presented. Roll call vote: Ball; yes, Fore; abstain, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

Treasurer Payton reported that the cash on deposits as of March 31, 2017 are as follows: General Fund $867,974.39, Motor Fuel Tax $228.960.28, and Utility Fund $216,661.47.

 

A motion was made by Trustee Fore, seconded by Trustee Slasbury to approve the Treasurer’s report as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

A motion was made by Trustee Salsbury, seconded by Trustee Fore to approve payment of the bills as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

DEPARTMENT REPORTS

 

Finance- Trustee Sparacino had no report for the Finance department.

 

Streets & Grounds- Trustee Fore reported that work finished in the month of March was filling of pot holes, installing new water meter in pump house, empting slat out of white truck and park truck outside, swept shop and moved equipment around for summer operation, cut down low hanging braches and moved brush at retention pond, and arranged brush pile to be removed on Oak Ave. Trustee Fore stated that upcoming work for the month of April is scheduled fire hydrant flushing for the week of April 24th, re-painting of fire hydrants, filling of pot holes, and start gravel shoulder repair.

 

Ordinance- Trustee Ball stated that he would like to ask what days is permitted to burn brush piles or wood. Trustee Fore stated that preferably not on windy days so that smoke is not getting in through other residents windows and causing any nuisance.

 

Water- Trustee Elliott reported that the well is in need of repair it is currently making noising and would need to be checked to know what kind of repairs it needs. Elliott stated that Jonas Martin Well Drilling Company has provided a quote of $6,926.50. Elliott also stated that he is concerned that this be checked out soon before it breaks. The board discussed possibly replacing the pump.

 

A motion was made by Trustee Fore, Seconded by Trustee Salsbury to approve the Jonas Martin Well Drilling Co. to do maintenance on the well and provide recommendation for repairs.

 

Building & Zoning- Trustee Salsbury had no report for the Building and Zoning Department.

 

Economic & Community Development- Trustee Ball stated that he would like to see some kind of sporting event done at one of the parks in Hillcrest.

 

Village Attorney- Village Attorney Paul Chadwick had no report.

 

Administration- President Dodson stated that he would like to congratulate the three candidates that were elected for Village Trustees and he would like to report that there was a really good turnout for the Easter Egg Hunt that was held Saturday the 8th at Powers Park. President Dodson also stated Michelle Hardcastle has asked if the Village could make copies of a flyer and put flyer in with bills for the annual garage sales she organizes. Attorney Chadwick stated that he would need to do more research and make sure that it is not a liability to the Village or if the Village should indeed send out the flyers.

 

Chief Danny White reported that for the last month the Police department had 34 calls for service which included five traffic stops, one civil complaint, nine parking complaints, one false alarm, nine building checks, seven ban vehicles, and one suspicious person. White stated that while off duty Ogle County came in and had ten calls for service. White stated that he has been working with Trustee Fore on the street signs.

 

Greg Sparrow- Greg Sparrow explained the LOIS program and how it would benefit the Village and what the cost would be if the Village decided to join the program.

 

Trustee Fore stated that the Village is currently in the process of conducting a water study for the basic needs and the Village is finding out that the basic necessities here in the Village are not meeting our requirements, therefore the Village has other needs to address first before being able to think about economic development. Fore stated that the Village first needs to be able to fill the needs of the community. Fore also stated that he does not thinks it is fair that smaller communities pay the same cost for this program as bigger communities since it would benefit bigger communities more.

 

PUBLIC COMMENT

Jim Sparber- Jim Sparber Engineer for Baxter & Woodman provided a list and explained what streets are in need of repairs and what the cost would be to do this repairs. Sparber stated that this would need to be an item on the agenda in order to move forward with bids.

 

OLD BUSINESS

 

Sewer Ordinance Amendment

The board discussed the changes that were made to the Ordinance which is the process of opting out to connect to sewer.

 

A motion was made by Trustee Fore, seconded by Trustee Salsbury to approve the Amendment to the Sewer Ordinance. Roll call vote: Ball; yes, Fore; yes, Elliot; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

 

NEW BUSINESS

 

 

Approval of Tree Debris Removal

A motion was made by Trustee Fore, seconded by Trustee Salsbury to approve the removal of debris for the cost of $2,500.00. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

Approval of Patten Estimate

The Board discuss the estimate on the generator needing repair however the board decided that trustee Elliott would speak with Maintenance employee and find out more about the situation. This item was tabled until next board meeting.

 

Approval of Sales Tax Ordinance

A motion was made by Trustee Fore, seconded by Trustee Salsbury to approve the Sales Tax Ordinance as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

A motion was made at 8:08pm to go into Executive Session by Trustee Fore, seconded by Trustee Elliott. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

A motion was made at 8:50pm to return to Regular Session by Trustee Ball, seconded by Trustee Fore. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

A motion to adjourn was made at 8:51pm by Trustee Elliott, seconded by Trustee Ball. All in favor say Aye. All Ayes. Motion carried.
