Wednesday February 8, 2017

Regular Board Meeting

7:00pm

 

 

The regular board meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Randy Salsbury, Rich Elliott, Jason Fore, and Tim Ball. Also present were President Steve Dodson, Village Attorney Paul Chadwick, Treasurer Penny Payton, and Village Clerk Patty Moreno. Trustee Sparacino was not present.

 

A motion was made by Trustee Elliott, seconded by Trustee Ball to approve the minutes from January 11, 20147 Regular board meeting as presented. Roll call vote: Salsbury; yes, Elliott; yes, Fore; yes, Ball; yes. Motion carried.

 

Treasurer Payton reported that the cash on deposits as of January 31, 2017 are as follows: General Fund $847,097.64, Motor Fuel Tax $220,069.94, and Utility Fund $216,571.51.

 

A motion was made by Trustee Salsbury, seconded by Trustee Elliott to approve the Treasurer’s report as presented. Roll call vote: Salbury; yes, Elliott; yes, Fore; yes, Ball; yes. Motion carried.

 

A motion was made by Trustee Elliott, seconded by Trustee Ball to approve the payment of bills as presented. Roll call vote: Salsbury; yes, Elliott; yes, Fore; yes, Ball; yes. Motion carried.

 

DEPARTMENT REPORTS

 

Finance- No report was given for the Finance Department due to Trustee Sparacino’s absence.

 

Streets & Grounds- Trustee Fore reported that finished work for the month January was as follows: ongoing pot hole repairs, sharpened blades on woods mower, added gravel to Powers Road and Linda Ave, greased fittings on tractor and updated weight sign on Bethel Road. Fore reported that upcoming work for the maintenance department is as follows: oil change on blue truck, fix ruts on Powers Road and Village property, rake gravel back on shoulder on Leeward Lane and Powers Road, organize more shelves in shop, and possible work on wood shelves in office.

 

Ordinances- Trustee Ball reported that there is residents still parking on Hillcrest Ave where there is no parking allowed.

 

Building & Zoning- Trustee Salsbury had no report for the Building and Zoning department.

 

Economic & Community Development- President Dodson announced that he is putting Trustee Ball in charge of the Economic and Community Development department.

 

Village Attorney- Village Attorney Paul Chadwick had no report.

 

Administration-President Dodson reported that he and Trustee Fore will be meeting with Rochelle on February 22, 2016 to discuss the possibility of connecting to Rochelle water for emergency purposes.

OLD BUSINESS

 

Update on Water Modeling System

Jim Sparber from Baxter and Woodman reported that in the next few weeks they will be reviewing maps and staff will be doing flow testing within the Village to try and gather all the information needed for the results of the Water modeling system and report the data to the board possibly at the next board meeting.

 

Policies and Procedures

President Dodson stated that he was going to table this item until next board meeting.

 

NEW BUSINESS

 

Sewer Ordinance Amendment

Trustee Fore stated that he would like the board to look into amending the sewer ordinance. Fore stated that he would like to change the exemption to opt to connect to the sewer currently the ordinance states that a resident can opt to be exempt to connect by filling out an application and having a license plumber write a letter stating that the septic is in good condition then the board would look at the application and decide whether they will be exempt to connect for the next 3 years. Fore stated that he would like to change the ordinance to state that if a resident has a contract with any company certified to do septic cleaning they would be able to just fill out the application and be exempt. Fore also stated that he would like to have them be automatically approved if they provide all the information needed without board approval. The board discuss the sewer ordinance and provided Attorney Chadwick with the changes they would like on the Ordinance. Attorney Chadwick will make these changes and have the ordinance ready for review at the next board meeting.

 

Sewer Maintenance

President Dodson stated that the Village is responsible for the maintenance of the new sewer system as stated in the agreement between the Village and Rochelle. President Dodson stated that Ben Wittenauer maintenance employee will be training with Rochelle for two days to learn the procedures of maintaining the sewer system.

 

A motion was made at 7:45pm to go into Executive Session by Trustee Fore, seconded by Trustee Elliott. Roll call vote: Salsbury; yes, Elliott; yes, Fore; yes, Ball; yes. Motion carried.

 

A motion was made at 8:30pm to return to Regular Session by Trustee Salsbury, seconded by Trustee Salsbury. Roll call vote: Salsbury; yes, Elliott; yes, Fore; yes, Ball; yes. Motion carried.

 

A motion to adjourn was made at 8:30pm by Trustee Fore, seconded by Trustee Elliott. All in favor say Aye. All Aye’s. Motion carried.
