VILLAGE OF HILLCREST

Wednesday January 11, 2017

Regular Board Meeting

7:00pm

 

 

The Regular Board Meeting of the Village of Hillcrest opened with the Pledge of Allegiance. Present and answering roll call were Trustees Tim Ball, Jason Fore, Rich Elliott, Randy Salsbury, and Jeanie Sparacino. Also present were President Steve Dodson, Village Attorney Paul Chadwick, and Village Clerk Patty Moreno. Treasurer Penny Payton was not present.

 

A motion was made by Trustee Salsbury, seconded by Trustee Sparacino to approve the minutes from December 14, 2016 as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Spracino; yes. Motion carried.

 

Due to Treasurer Payton absence Finance Trustee Sparacino reported that the cash on deposits as of December 31, 2016 are as follows: General Fund $846,947.58, Motor Fuel Tax $216,905.42, and Utility Fund $224,154.69.

 

A motion was made by Trustee Elliott, seconded by Trustee Ball to approve the Treasurer’s report as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

A motion was made by Trustee Sparacino, seconded by Trustee Elliott to approve the payment of bills as presented. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salbury; yes, Sparacino; yes. Motion carried.

 

DEPARTMENT REPORTS

 

Finance- Trustee Sparacino had no report for the Finance Department.

 

Streets & Grounds- Trustee Fore reported that for the month of December 2016 the Village had repaired a water main break on the intersection of Wayne and Hillcrest. Fore also reported that salt shed has been refilled and some repairs were done to the tractor. Trustee Fore stated that pot holes repairs had been made to Scott Ave and Windmill Drive, insulated window and door in records room, replace the pumps in the chemical room.  Fore stated that upcoming work would be sending water meter in pump house for repairs, mark shut-offs in Windover Park Drive and for the month of March maintenance employee Ben Wittenauer will be taking some classes to get certified for spraying of chemicals.

 

Ordinances- Trustee Ball stated that he feels more tickets should be issued for parking in no parking zones.

 

 Water- Trustee Elliott reported that maintenance employee Ben Wittenauer and him have been discussing the water system and Mr. Wittenauer noticed that the rust problems started after Regional Ready Mix moved out. Elliott stated that Regional Ready Mix consumed a lot of water which probably help with remove a lot of the rust in the system. Elliott stated that WIttenauer and him have been discussing installing a permanent flushing system down on River Road where Regional Ready Mix was located and get portable automatic flushing systems to put in different locations as needed.

 

Trustee Fore stated that his concern is with installing the permanent one as the Village just spent up to $28,000.00 in a model water study of the water flow and he would like to wait for this data to ensure that River Road is the proper place to install the permanent automatic flusher. Fore stated that the Village had some rust issues even when Regional Ready Mix was still in the River Road Location.

 

Building & Zoning- Trustee Salsbury had no report for the Building and Zoning Department.

 

Economic and Community Development- No report for the Economic and Community Development Department.

 

Village Attorney- Village Attorney asked if the Sales Tax Ordinance was sent or delivered to Ogle County Clerk. Village Clerk Patty Moreno stated that President Dodson had delivered it himself.

 

Administration- President Dodson had no report for the Administration Department.

 

PUBLIC COMMENT

AG. Suter Village resident expressed his concern with rusty water. Mr. Suter stated that he had had to flush his water heater twice in one week. Mr. Suter stated that his neighbor Dan Vincent was also having problems with rusty water.  

Trustee Fore asked Mr. Suter and Mr. Vincent questions on how often they are having rust issues and stated that he would like to get together with them and figure out a solution for this problem. Both gentlemen agreed to meeting.

Dan Vincent Village resident also expressed his concern in the rusty water issue. Mr. Vicent also asked if the repairs to the streets will be done this upcoming year.

Trustee Fore stated that he has some repairs that he would like to do but nothing is on paper yet but he will be looking at what streets are in most need of repair and what the Village can afford to do this upcoming year.

Mr. Vincent also asked why the snow plowers were not plowing close to the mail boxes anymore since in prior years it was plowed closed to the mail boxes.

Trustee Fore stated that due to the plowers getting to close to the mail boxes and curbs the plow has had some damage done to it and this is why they are not plowing close to the mail boxes and curbs and another reason that they are not plowing close is to not put in all that snow in to driveways that early in the morning and allow residents to be able to get out of their driveways easier but they are going back to get closer at a later time.

 

OLD BUSINESS

 

Approval of Automatic Flushers

Item was tabled until water modeling system data is collected.

 

A motion to go into Executive Session was made at 7:25pm by Trustee Fore, seconded by Trustee Elliott. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

A motion was made at 7:51pm to Return to Regular Session by Trustee Ball, seconded by Trustee Elliott. Roll call vote: Ball; yes, Fore; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

A motion to adjourn was made at 7:51pm by Trustee Fore, seconded by Trustee Sparacino. All in favor say Aye. All Aye’s.
