Wednesday August 6, 2014 Budget Workshop
7:00pm

The Budget Workshop for the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Jeanie Sparacino, Randy Salsbury, Steve Dodson, Dave Long, Rich Elliott, and Rick Rhoads. Also present were President Kim Whalen, Treasurer Penny Payton, and Village Clerk Patty Moreno. Attorney Paul Keller was absent.
The Board of the Village of Hillcrest discussed the budget for Fiscal year 2014-2015. President Whalen stated that the police department budget has an increase in salaries due to adding a police officer giving Chief Danny White the time for the administrative role. Chief White also stated that he would also like to increase the amount of officer in the roster to have more availability. Chief White stated that this is not increase the hours just the amount of officer available to take shifts. Chief White stated that he would also like to make the board aware the police department is in need of a new squad car as the current one is not in the greatest condition. Trustee Rhoads asked Chief White how many officers he would like to have on the roster. Chief White stated that he would like to have five including himself and current patrol officer Doug Lockhard. Trustee Long asked Chief White if he has identified officer he would like on the roster. Chief White stated that he has and the going rate for most of the part time work around Byron and Polo is around eighteen and twenty dollars an hour and Mr. White has asked president Whalen is he could offer twenty-two dollars an hour it would wake up more interest. Chief White stated that he has had three officer interested from Ogle County. Trustee Salsbury stated that he would like to see the officers around more around the time the school buses are around. Trustee Salsbury stated that he does not have a problem with the salary if the officer would be able to take shifts around that time. Chief White stated that with him having more officers on the roster the board could tell him what they want and he can make this happen. President Whalen stated that if any Trustee had any questions they could talk to Chief White at any time.

President Whalen stated that the she has been speaking with Rochelle Municipal Utilities and she would like to bring fiber line to the Village which will include phone, internet and data back-up. President Whalen stated that this will open the opportunity for business to also have fiber line.

President Whalen stated that she would also like to mention that the Village has been paying Ancel and Glink Attorney $3,500.00 a month and she would like to increase the salary to $4,000.00 a month since the Village Attorney Paul Keller from Ancel and Glink will be providing a lot of services with future projects and a lot of legal documentation.

There was discussion among the board on increase in salary for maintenance employee and building inspector. No decision was made as to the increase of maintenance employee and building inspector. The board decided that if more work is required from these employees they could offer bonuses.

The board discussed other ideas of recycling for the Village. Trustee Long stated that he has talk to residents that would like to have curb side pickup for recycling.

MTF Tax Discussion
Trustee Long stated that he had drove around and he feels that Hillcrest ave and Wayne street are the streets that are in more need of repairs in the Village. President Whalen stated that she would recommend that the board put out a bid for these repairs next spring.

A motion to adjourn was made at 7:50pm by Trustee Long, seconded by Trustee Salsbury. All in favor say I. All I’s. Motion carried.
