Village of Hillcrest
November 13, 2013 Regular Board Meeting
7:00pm


The regular Board meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Rick Rhoads, Steve Dodson, Rich Elliott, Dave Long, and Jeanie Sparacino. Also present were President Kim Whalen, Attorney Paul Keller, Treasurer Penny Payton, and Village Clerk Patty Moreno. Trustee Randy Salsbury was absent.

A motion was made by Trustee Elliott, seconded by Trustee Sparacino to approve the minutes from September 4, 2013 Budget Workshop and October 9, 2013 Regular Board Meeting. Roll call vote: Rhoads; abstain, Dodson; yes, Elliott; yes, Long; yes, Sparacino; yes. Motion carried.

Trustee Sparacino stated that due to Treasurer Payton’s absence the Treasurer’s report would be deferred until next meeting.

A motion was made by Trustee Sparacino, seconded by Trustee Rhoads to approve payment of the bills. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Long; yes, Sparacino; yes. Motion carried.

DEPARTMENT REPORTS

Administration- President Whalen provided the Board with a monthly report of the production of the solar panels. President Whalen stated that the solar panels had produced 10.24 MW today.

President Whalen also stated that she would like to have a motion to have utility bills paid as they come to avoid paying penalty fees.

A motion was made by Trustee Sparacino, seconded by Trustee Long to approve payment of utility bills when received. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Long; yes, Sparacino; yes. Motion carried.

Chad Gelderloos from Northern Illinois Disposal introduced himself and wanted to hear of any ideas or comments on the recent letter sent out by Northern Disposal regarding the brown containers currently being used by the Village. Chad stated that they would like to get residents to stop using these containers due to safety issues to the drivers.

President Whalen asked Chad what residents should do with the brown containers.

Chad stated that they would continue to provide service with these containers for a two more weeks and then they would start tagging them notifying residents that the containers are not an appropriate container after the third week they would take the container.

President Whalen stated that she would like to start discussing in the beginning of next year the possibility of recycling pick up at the curb instead of residents having to bring recycling to the recycling dumpster.

Trustee Roads asked Chad if he could remind his truck drivers of obeying Stop signs and speed limits.

Chad stated that they now currently have cameras on each truck that will record if there is a sudden stop. Cameras will record five seconds before and five seconds after. Chad also stated that they have two safety meetings a month and also do face to face training and this will be brought up at their next safety meeting.

Ordinances- Trustee Dodson reported that there will be a couple of letters will be mailed to residents that are in violation of Ordinances. Dodson stated that the Village is enforcing Ordinances and more letters will continue to be mailed.

Finance- Trustee Sparacino had no report for the Finance Department.

Water- Trustee Elliott provided the Board with the report of the inspection done on the Water Tower. Trustee Elliott stated that there are several items that need maintenance done on the Tower and the cost of doing all the maintenance would be $225,000 but the only maintenance the only maintenance that would need to be done right away would be the wind rods that need to be tighten.

Economic & Community Development- Trustee Long had no report for the Economic and Community Development Department.

Streets and Grounds- Trustee Rhoads reported that maintenance employee has installed all the streets signs and the blue truck’s bed has been restored from the damage caused by the salt. Trustee Rhoads also reported that maintenance employee had received two dog calls one including a pitbull that was never claimed.

Building & Zoning- There was no report for the Building & Zoning Department due to Trustee Salsbury’s absence.

Attorney- Attorney Keller stated that he would give his report in closed session.

OLD BUSINESS

Baxter & Woodman Street Repair Update
Jim Sparber from Baxter & Woodman stated that a Resolution for Maintenance of the streets and a Maintenance Engineering contract would need to be approved at this time for the Village to be able to start the process in doing the repairs on Village streets in spring of 2014 for the budgeted amount of $120,000.

A motion was made by Trustee Rhoads, seconded by Trustee Long to approve the Maintenance of Streets Resolution and Maintenance Engineering Contract. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Long; yes, Sparacino; yes. Motion carried.

President Whalen asked Inspector Casper Manheim if he could give a report as to how Regional Ready Mix has been doing with the relocation since Trustee Salsbury was not present.

Casper Manheim Village Inspector reported that he has been meeting with Regional Ready Mix to go over blue prints of the new location.

Attorney Keller asked Mr. Manheim if there was any anticipation of Regional Ready Mix asking for a Variance on the new building.

Mr. Manheim stated that he did not anticipate them asking for a Variance, however he is trying to get everything to go through the Zoning Board to assure that the Zoning Board has knowledge of what Regional Ready Mix plans to build.

There was discussion and it was agreed that Regional Ready Mix must clean up current location when they relocate.

Water Tower Report
Trustee Elliott stated that as he reported that the wind rods on the Water Tower need to be tighten as it is stated in the Inspection done by Pittsburg Tank & Tower Maintenance Company this would cost the Village $5,500.

A motion was made by Trustee Elliott, seconded by Trustee Rhoads to approve Pittsburg Tank & Tower Maintenance Company to proceed with the maintenance of the wind rods on the Water Tower for the amount of $5,500. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Long; yes, Sparacino; yes. Motion carried.

FY14 Tax Levy
A motion was made by Trustee Sparacino, seconded by Trustee Elliott to approve the FY14 Tax Levy. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Long; yes, Sparacino; yes. Motion carried.

Village Hall Maintenance
President Whalen stated that the soffits and gutters in the Village Hall need to be replaced and she has received an estimate from Stombaugh Construction for the amount of $1,548.00.

Trustee Rhoads and Trustee Long stated that they would like to get more estimates before they vote on approving the repairs. Trustee Rhoads stated that he thinks he can find a less expensive option. Rhoads stated that he would research and get more estimates for the next meeting.

ZBA Appointment
President Whalen stated that she would like the Boards support in appointing Norm McLaughlin as a member of the Zoning Board.

A motion was made by Trustee Rhoads, seconded by Trustee Long to support President Whalen in appointing Norm McLaughlin as Zoning Board Member. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Long; yes, Sparacino; yes. Motion carried.

A motion was made at 8:05pm to go in to Executive Session by Trustee Rhoads, seconded by Trustee Long. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Long; yes, Sparacino; yes. Motion carried.

A motion was made at 8:45pm to return to Regular Session by Trustee Long, seconded by Trustee Rhoads. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

A motion was made at 8:45pm to adjourn by Trustee Dodson, seconded by Trustee Rhoads. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; Abstain, Long; yes, Sparacino; yes. Motion carried.
