August 14, 2013 Regular Board Meeting
7:00pm


The regular Board meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Rick Rhoads, Steve Dodson, Rich Elliott, Randy Salsbury, Dave Long, and Jeanie Sparacino. Also present were President Kim Whalen, Attorney Paul Keller, Treasurer Penny Payton, and Village Clerk Patty Moreno.

A motion was made by Trustee Sparacino, seconded by Trustee Salsbury to approve the Minutes from May 29, 2013 Budget Workshop, June 20, 2013 Public Hearing, and July 10, 2013 Regular Board Meeting as presented Roll call vote: Rhoads; yes, Dodson; abstain, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

Treasurer Penny Payton reported that the cash deposits for July 31, 2013 are as follows: General Fund $416,258.57, Motor Fuel Tax $160,653.88, Water Fund $67,083.64.

A motion was made by Trustee Sparacino, seconded by Trustee Long to approve the Treasurer’s report as presented. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

A motion was made by Trustee Sparacino, seconded by Trustee Long to approve payment of the bills as presented. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino. Motion carried.



DEPARTMENT REPORTS

Administration- President Whalen stated that the Village would be signing the contract from Fulton Technologies for the maintenance of the warning alert system in the amount of $751.00.

Ordinances- Trustee Dodson reported that he has been busy going around the Village making sure that Ordinances are being enforced. Dodson also stated that he thinks it would be a good idea to get name badges with pictures to allow residents to acknowledge that they are Village representatives.

Trustee Dodson also reported that the owner of Just Imagine would like to have a craft sale on the business property and charge $20 to allow other residents or people interested to come and sell their crafts. Dodson stated that all money collected from the rental of space would go toward the food pantry.

Finance-Trustee Sparacino reported that the next Budget Workshop is scheduled for August 21, 2013 at 7:00pm.

Water- Trustee Elliot had no report for the Water Department.

Economic & Community Development- Trustee Long report that he has not received any news on the Sewer Grant.

Streets & Grounds- Trustee Rhoads reported that maintenance employee would be done installing the new street signs at the end of the summer. Rhoads also reported that Trustee Dodson is now trying to find someone to fix the heating and air conditioning in the Village Hall. Trustee Rhoads stated that he would like to see another cleanup day scheduled for the month of October.

Building & Zoning- Trustee Salsbury reported that there had been some zoning violations on fences.

Attorney- Attorney Keller reported that on July 18, 2013 he appeared in Ogle County Courts for the hearing of the property on 400 Wayne and the demolition of the building on such property. Attorney Keller stated that the owner did not show up to court, however Keller stated he did receive a call later that day from the owner stating he was looking for someone to tear building down.

Attorney Keller reported that the Zoning Board has one vacancy to complete the five members; However, State Law requires that there be seven Board Members. Keller stated that they would have to amend Ordinance in September to seven Zoning Board Members.

Attorney Keller also reported that it is legal for Board Members to come out of Executive Session and publicly announce something they discussed in Executive Session that was not announced before going into Executive Session.


PUBLIC COMMENT

Leonard Cradduck, 202 Roy Ave, stated that two months ago he had reported some ditches on Roy Ave that needed cleaning and they are still not cleaned.

President Whalen assured Mr. Cradduck that she would make sure that ditches get cleaned. President also stated that there are some culverts that also need cleaning.

President Whalen reminded the new Board Members of the Open Meetings Act training that they are required to take online and present the Village with their certificates of completion.


NEW BUSINESS

Calvary Lighthouse- Circus Permit
A motion was made by Trustee Dodson, seconded by Trustee Sparacino to approve the Calvary Lighthouse Circus permit. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

Solar Update
President Whalen stated that Rochelle Municipal Utilities would be installing a net meter to show how much energy the Solar Panels are producing. President Whalen also stated that Hillcrest residents would be using clean energy when that energy is not being used by the Village.

Julep Arbor Farms
Attorney Keller stated that the Village has not received the Plat of Subdivision where Regional Ready Mix plans to relocate to. Keller stated that the plat of subdivision should be available at the next September meeting.

FY13 Supplemental Appropriation Amendment
Treasurer Payton explained the Supplemental Appropriations Amendment.

A motion was made by Trustee Sparacino, seconded by Trustee Long to approve the FY13 Supplemental Appropriations Amendment. Roll call vote: Rhoads; yes, Dodson; abstain, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

Electronic Devices during Board Meeting
Attorney Keller explained the decision of the Illinois Appellate Court regarding electronic devices during board meetings. Keller also stated that he has brought this to the attention of the Board for review and discussion to decide if they would like to proceed with a policy regarding electronic devices during board meetings.

A motion was made at 7:51pm to move to Executive Session by Trustee Long, seconded by Trustee Elliott. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

A motion was made at 8:00pm to return to Regular Session by Trustee Long, seconded by Trustee Elliott. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

A motion was made at 8:01pm to adjourn by Trustee Sparacino, seconded by Trustee Long. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.
