Village of Hillcrest
July 10, 2013 Regular Board Meeting
7:00pm

The regular Board meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Rick Rhoads, Rich Elliott, Randy Salsbury, Dave Long, and Jeanie Sparacino. Also present were President Kim Whalen, Attorney Paul Keller, Treasurer Penny Payton, and Village Clerk Patty Moreno.

A motion was made by Trustee Elliott, seconded by Trustee Long to approve the minutes from June 12, 2013 as presented. Roll call vote: Rhoads; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

Treasurer Payton stated that she had no treasurer’s report as Village is in the process of switching computer software.

A motion was made by Trustee Sparacino, seconded by Trustee Elliott to approve the payment of bills as presented. Roll call vote: Rhoads; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.


DEPARTMENT REPORTS

Administration- President Whalen asked that residents do not go to employees homes after Village hours for any reason. President Whalen asked that if any resident needs to have an issue resolved they are to call the Village Hall or try to contact a Trustee either by phone or email.

Ordinances- There was no report for Ordinances.

Finance- Trustee Sparacino reported that a Budget Workshop would be held on July 17, 2013 at 7:00pm.

Water- Trustee Elliott reported that there had been a Chlorine leak in the pump which resulted in changing some plumbing. Trustee Elliott also reported that the Solar Panels had been installed only a few wiring things to be completed and it will be ready to start.

Trustee Rhoads stated that the northeast panels are no up to code and Building Inspector Casper Manheim was not informed to do inspection.

Trustee Salsbury stated that since this is not a structure this would be considered cosmetic.

President Whalen stated that this project had been started for the past six weeks and it would have been more accurate to have said something in the process instead of waiting for the project to be done.

Economic & Community Development- Trustee Long had nothing to report for the Economic & Community Development department.

Streets & Grounds- Trustee Rhoads reported that Hemstock Road had been tart and chipped and is now in the process of having gravel put on.
Building & Zoning- Trustee Salsbury reported that Building Inspector had been issue citations for yards no being mowed or yards not being cleaned and it has been a successful process as residents have complied.

Attorney- Attorney Paul Keller had no report.

PUBLIC COMMENT

Trustee Rhoads stated that in the last open meeting he was told that the use of his cell phone during board meeting was against the open meeting act and after talking with Lisa Madegan’s office he was told that it is not against the open meetings act. Trustee Rhoads stated that the use of cell phone during open meeting could result in someone requesting to know what was been texted or emailing during that time and that could be requested as a FOIA request.

President Whalen stated that when in a meeting she is asking all board members to stay focus what is in front of them and not be using cell phones. President Whalen stated that she did not state that the use of cell phones in an open meeting was an open meeting violation. President Whalen states that it is her preference not to use cell phones during a meeting. Whalen states she thinks that the residents and other board members deserve the board members full attention.

Attorney Keller stated that there is an opinion from the Public Access Counselor that is a violation of the open act in which texting is not allowed.


OLD BUSINESS

President Whalen stated that unless there is any objection she would like to remove the Assault Weapon Ban Ordinance from the agenda.

A motion was made by Trustee Salsbury, seconded by Trustee Rhoads to remove the Assault Weapon Ban Ordinance from the agenda. Roll call vote: Rhoads; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.


NEW BUSINESS

President Whalen stated she would like the Boards approval to appoint Steve Dodson for Village Trustee.

A motion was made by Trustee Sparacino, seconded by Trustee Salsbury to appoint Steve Dodson as Village Trustee. Roll call vote: Rhoads; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.


Annexation Julep Arbor Farms
A motion was made by Trustee Salsbury, seconded by Trustee Long to approve the Annexation of Julep Arbor Farms bounded by Lind Road. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

GASB Policy
Treasurer Payton explained the GASB policy and why it is required.

A motion was made by Trustee Long, seconded by Trustee Sparacino to approve the GASB Policy. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

Variance- 222 Errett
A motion was made by Trustee Rhoads, seconded by Trustee Long to approve the Variance for 222 Errett. Roll call vote: Rhoads; yes, Dodson; abstain, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

A motion to go in to Executive Session was made at 7:30pm by Trustee Sparacino, seconded by Trustee Long. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

A motion to return to Regular Session was made at 7:44pm by Trustee Long, seconded by Trustee Rhoads. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.

A motion was made at 7:45pm to adjourn by Trustee Rhoads, seconded by Trustee Long. Roll call vote: Rhoads; yes, Dodson; yes, Elliott; yes, Salsbury; yes, Long; yes, Sparacino; yes. Motion carried.
