February 13, 2013 Regular Board Meeting
7:00pm

The regular Board meeting of the Village of Hillcrest was opened with the Pledge of Allegiance. Present and answering roll call were Trustees Rick Rhoads, Jim McMullin, Rich Elliott, Randy Salsbury, and Jeanie Sparacino. Also present were President Kim Whalen, Attorney Paul Keller, Treasurer Penny Payton and Village Clerk Patty Moreno. Trustee Vicki Stewart was absent.

A motion was made by Trustee Sparacino, seconded by Trustee Rhoads to approve Minutes from January 9, 2013 as presented. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

A motion was made by Trustee Sparacino, seconded by Trustee Salsbury to approve Minutes from February 7, 2013 Special Meeting as presented. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

Treasurer Penny Payton reported that the cash deposits for January 31, 2013 are as follows: General Fund $137,663.07, Motor Fuel Tax $188,180.41, Water Fund $307,915.48.

A motion was made by Trustee Sparacino, seconded by Trustee McMullin to approve the Treasurer’s report as presented. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

A motion was made by Trustee Sparacino, seconded by Trustee McMullin to approve the payment of bills as presented. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

 

                                                                        DEPARTMENT REPORTS

Administration- President Whalen had no report for Administration.

Ordinances- Trustee McMullin reported that Village is going to be reinforcing the Ordinance regarding parking on Village roads on snow days when plowing is being done.

Finance- Trustee Sparacino had no report for Finance.

Water- Trustee Elliott had no report for Water.

Health & Welfare- There was no report for Health and Welfare due to Trustee Stewart’s being absent.

Building and Zoning- Trustee Salsbury had no report for Building and Zoning.

Streets & Grounds- Trustee Rhoads reported that maintenance employee is in the process of building new shelves for the Clerk’s office. Rhoads also reported that Village is still researching on replacing the plow trucks.

Attorney- Attorney Keller had nothing to report.

 

                                                                          PUBLIC COMMENT

Terry Gregory, 208 Roy Ave, asked Attorney Keller if they had any information of Regional Ready Mix relocating as they are still operating at current location.

Attorney Keller stated that Village is aware of Regional Ready Mix still operating at current location and that they had met with Regional earlier today, but he was unable to report anything at this time.

Telecommunication Tax Ordinance

Attorney Keller explained the Telecommunication Tax Ordinance to the Board.

A motion was made by Trustee Sparacino, seconded by Trustee Elliott to approve the Telecommunication Tax Ordinance. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; no, Sparacino; yes. Motion carried.

Animal Control Ordinance

Attorney Keller explained the changes that were being done to the Animal Control Ordinance.

A motion was made by Trustee Elliott, seconded by Trustee Salsbury to approve the Animal Control Ordinance. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

Motor Fuel Tax Approval

A motion was made by Trustee Rhoads, seconded by Trustee McMullin to approve the Resolution for Maintenance on Hemstock Road in the amount of $16,866.80 paid out of the Motor Fuel Tax fund. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

Trustee Rhoads stated that he would like to build a new storage shed for the salt as the old one is in need of repairs.  He stated that he has done some research and the amount to build the new shed would be around $21,050 and funds would come from Motor Fuel Tax. Rhoads stated that he would like to use the old shed for parking of the plow truck.

Employee Handbook

A motion was made by Trustee Rhoads, seconded by Trustee McMullin to approve the Employee Handbook. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

A motion was made at 7:30 pm by Trustee Rhoads, seconded by Trustee Sparacino to move to Executive Session. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

A motion was made at 8:00pm to return to Regular Session by Trustee Rhoads, seconded by Trustee Sparacino. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.

A motion to adjourn was made at 8:00pm by Trustee Rhoads, seconded by Trustee Salsbury. Roll call vote: Rhoads; yes, McMullin; yes, Elliott; yes, Salsbury; yes, Sparacino; yes. Motion carried.
